Many enterprises run with learning and feedback in tension: a traditional control model and a complexity-informed digital unit coexisting in the same organisation. Epistemic bets are the assumptions an organisation makes about when it can know enough to decide.
In high-software-content innovation, development and maintenance, activities happen in sequence, but understanding does not.
Words like discovery, exploration, and incremental delivery do not create learning on their own. Learning only occurs when key assumptions are tested and decisions change with evidence.
This map shows where the organisation places its bets. Feedback Debt asks what accumulates when evidence reaches the system but cannot revise those bets. For the same bet at unit scale, see Ambiguous Documents.
